This study aims to identify the reading abilities and learning styles of children with special needs through the Individual Learning Program (PPI) in inclusive schools in Majalengka Regency. The method used is a multiple case study, involving five inclusive schools as research locations. Each case was analyzed in depth to understand the individual characteristics of students with special needs, the learning strategies implemented in the PPI, and the effectiveness of these approaches on the development of reading skills and learning styles. Data collection techniques included observation, in-depth interviews with special education teachers and classroom teachers, and analysis of PPI documents. The results of the study indicate that the reading abilities and learning styles of children with special needs vary significantly depending on the type of special needs and the learning approaches provided. PPI has proven to be an effective strategy in facilitating personalized learning needs; however, its implementation is greatly influenced by teachers' competencies and school support. These findings recommend strengthening teacher training and interprofessional collaboration to optimize inclusive learning at the school level.
