Plagiarism Policy

  1. Policy Statement

ELTIN Journal: Journal of English Language Teaching in Indonesia, published by IKIP Siliwangi, is committed to maintaining academic integrity, originality, and ethical standards in scholarly publishing. The journal does not tolerate plagiarism or other forms of publication misconduct.

All manuscripts submitted to ELTIN Journal must represent original scholarly work, acknowledge the contributions of other researchers appropriately, and provide accurate citations and references for all sources used.

  1. Definition of Plagiarism

Plagiarism is the use of another person's ideas, words, data, research findings, images, tables, or other intellectual contributions without proper acknowledgment or attribution. Plagiarism may occur in several forms, including:

  • Direct plagiarism: Copying text or material verbatim without quotation marks or appropriate citation.
  • Mosaic plagiarism: Combining phrases or passages from multiple sources without adequate acknowledgment.
  • Paraphrasing plagiarism: Rewriting another person's ideas or arguments without appropriate citation.
  • Data and figure plagiarism: Using another researcher's data, tables, figures, illustrations, or other materials without proper acknowledgment or permission when required.
  • Self-plagiarism: Reusing substantial portions of one's previously published work without appropriate citation or transparent disclosure.
  • Source misrepresentation: Presenting another researcher's findings, arguments, or contributions as one's own.

Proper citation is required whenever authors use or adapt ideas, findings, or materials from other sources.

  1. Plagiarism Screening

All manuscripts submitted to ELTIN Journal may be screened for text similarity using plagiarism-detection software or other appropriate screening methods during the editorial process.

The editorial team evaluates similarity reports to identify potential instances of plagiarism, inappropriate paraphrasing, duplicated publication, and unattributed use of previously published material.

A similarity score alone does not establish whether plagiarism has occurred. Editorial decisions consider the nature, location, extent, context, and attribution of the matching text, including whether matches occur in references, standard terminology, methodological descriptions, quotations, or substantive sections of the manuscript.

  1. Similarity Threshold

As a proposed editorial screening standard, ELTIN Journal may use a maximum overall similarity index of 20%, excluding references and other appropriately excluded material where supported by the screening software.

This percentage is a screening guideline rather than an automatic acceptance or rejection rule. Manuscripts exceeding the threshold may require revision, further editorial assessment, or rejection depending on the nature and seriousness of the identified similarities.

Manuscripts below the threshold may also be rejected if substantial unattributed copying or other serious publication misconduct is identified.

The journal's editorial team reserves the right to evaluate each case individually and apply the policy consistently.

  1. Responsibilities of Authors

Authors submitting manuscripts to ELTIN Journal are responsible for ensuring that:

  1. The manuscript is original and appropriately acknowledges the work of others.
  2. All ideas, quotations, data, images, tables, and other materials derived from external sources are properly cited.
  3. Paraphrased material accurately represents the original source and includes appropriate attribution.
  4. Previously published material is disclosed and cited appropriately, and any required permissions are obtained.
  5. The manuscript is not under consideration by another journal and has not been published previously in substantially the same form, except where explicitly permitted by the journal's policies.
  6. All authors review the manuscript carefully before submission and cooperate with editorial inquiries concerning originality and publication ethics.

Authors are encouraged to conduct their own originality checks before submitting a manuscript.

  1. Procedures for Handling Suspected Plagiarism

When potential plagiarism is identified, ELTIN Journal may take the following actions according to the seriousness and stage of the case:

Before peer review: The manuscript may be returned to the authors for clarification or correction, or rejected if serious plagiarism is identified.

During peer review: Editorial processing may be suspended while the concern is investigated. The manuscript may be returned for revision or rejected, depending on the findings.

After acceptance but before publication: The journal may suspend publication, request an explanation or revision, or withdraw its acceptance decision.

After publication: The journal may investigate the concern and, where warranted, publish a correction, issue an expression of concern, or retract the article in accordance with the journal's publication ethics procedures.

Authors may be asked to provide original data, source documents, permissions, or other evidence relevant to the investigation.

  1. Consequences of Plagiarism

Depending on the severity and circumstances of the violation, actions may include:

  • Rejection of the submitted manuscript.
  • A request for substantial revision or correction.
  • Withdrawal of an accepted manuscript.
  • Retraction of a published article when justified.
  • Notification of the authors' affiliated institutions or relevant authorities in serious cases, where appropriate.
  • Restrictions on future submissions, where justified by the circumstances and consistent with the journal's policies.

The editorial team will consider the evidence, intent where relevant, extent of the misconduct, and applicable publication ethics guidance before determining an appropriate response.

  1. Appeals and Author Responses

Authors who disagree with a decision concerning suspected plagiarism may submit a written explanation and supporting evidence to the editorial office.

The editorial team will review the response impartially and may seek additional advice when necessary. The submission of an appeal does not guarantee reversal of the original decision.

  1. Use of Third-Party Materials

Authors must obtain permission when required to reproduce copyrighted text, figures, tables, images, or other protected materials. All reproduced or adapted materials must be appropriately acknowledged.

The use of artificial intelligence tools does not exempt authors from their responsibility to ensure originality, accuracy, proper attribution, and compliance with the journal's policies on the use of AI-assisted technologies.

  1. Ethical Guidelines

ELTIN Journal follows established principles of publication ethics and may refer to the guidance of the Committee on Publication Ethics (COPE) when handling suspected plagiarism and related publication misconduct.

All cases are handled with due consideration for fairness, confidentiality, evidence, and the rights of the parties involved.
